Alabama

Cannabis is medical-only and highly restricted. The state allows limited medical cannabis use for qualifying patients under a tightly regulated program. Products are mostly non-smokable forms, and access is controlled through state-licensed providers. Recreational cannabis is illegal, and possession without authorization can result in criminal charges.

Alaska

Cannabis is fully legal for both medical and recreational use. Adults 21+ may possess, purchase from licensed dispensaries, and grow limited amounts at home. Public consumption is illegal, and driving under the influence of cannabis is strictly enforced.

Arizona

Cannabis is legal for both recreational and medical use. Adults 21+ can purchase and possess cannabis from licensed dispensaries. Home cultivation is allowed in limited amounts depending on distance from dispensaries. Medical patients may have higher possession limits.

Arkansas

Cannabis is medical-only. Qualified patients may purchase cannabis products from licensed dispensaries. Recreational use is illegal, and possession without a medical card can result in criminal penalties.

California

Cannabis is fully legal for recreational and medical use. Adults 21+ may purchase, possess, and grow limited plants. The state has a large regulated market, but strict rules apply to public use, driving, and possession limits.

Colorado

Cannabis is fully legal for recreational and medical use. Adults 21+ can purchase from dispensaries and grow limited plants at home. Colorado has one of the most established regulated cannabis markets in the U.S.

Connecticut

Cannabis is fully legal for recreational and medical use. Adults 21+ can legally possess and purchase cannabis. Home cultivation is allowed in limited quantities. Medical patients may access expanded possession limits and dispensary priority.

Delaware

Cannabis is fully legal for recreational and medical use. Adults 21+ can legally possess and purchase cannabis products. Medical patients continue to have access through licensed dispensaries with expanded allowances.

Florida

Cannabis is medical-only. Patients with qualifying conditions can access regulated medical marijuana products through licensed dispensaries. Recreational cannabis remains illegal, and possession without authorization is a criminal offense.

Georgia

Cannabis is CBD/low-THC only. Limited medical use is allowed for specific conditions, typically through low-THC oil programs. Recreational cannabis and standard THC products are illegal.

Hawaii

Cannabis is medical-only. Qualified patients may possess and grow limited amounts. Recreational cannabis is not yet legal statewide.

Idaho

Cannabis is fully illegal. There is no medical or recreational cannabis program. Possession of any THC cannabis product can result in criminal penalties.

Illinois

Cannabis is fully legal for recreational and medical use. Adults 21+ may purchase and possess cannabis. Home cultivation is allowed for medical patients only. The state has a regulated retail market.

Indiana

Cannabis is illegal (CBD only in limited cases). No medical or recreational cannabis program exists. Possession of THC cannabis is illegal, though some CBD products are permitted under strict conditions.

Iowa

Cannabis is CBD/low-THC medical only. Only very limited medical cannabis products are allowed. Recreational cannabis remains illegal.

Kansas

Cannabis is illegal. There is no legal medical or recreational cannabis program. Possession of cannabis is a criminal offense.

Kentucky

Cannabis is medical-only (limited rollout). A regulated medical cannabis system is being implemented. Recreational cannabis remains illegal.

Louisiana

Cannabis is medical-only. Patients with qualifying conditions may access medical cannabis through licensed providers. Recreational use is illegal.

Maine

Cannabis is fully legal for recreational and medical use. Adults 21+ may possess, purchase, and grow limited plants. Maine also allows home cultivation and a regulated retail market.

Maryland

Cannabis is fully legal for recreational and medical use. Adults 21+ may legally possess and purchase cannabis. Medical patients retain expanded access and allowances.

Massachusetts

Cannabis is fully legal for recreational and medical use. Adults 21+ may purchase, possess, and grow limited cannabis plants. The state has a mature regulated retail system.

Michigan

Cannabis is fully legal for recreational and medical use. Adults 21+ may purchase, possess, and grow cannabis within legal limits. The state has a large retail market.

Minnesota

Cannabis is fully legal for recreational and medical use. Adults 21+ may possess and purchase cannabis. Home cultivation is allowed within legal limits.

Mississippi

Cannabis is medical-only. A limited medical cannabis program exists for qualifying patients. Recreational cannabis is illegal.

Missouri

Cannabis is fully legal for recreational and medical use. Adults 21+ may legally purchase, possess, and grow limited cannabis plants. Medical patients may have higher limits.

Montana

Cannabis is fully legal for recreational and medical use. Adults 21+ may possess and purchase cannabis. Home cultivation is allowed within state limits.

Nebraska

Cannabis is illegal with extremely limited medical access. Recreational cannabis is illegal, and medical access is highly restricted or not broadly available.

Nevada

Cannabis is fully legal for recreational and medical use. Adults 21+ may purchase, possess, and use cannabis. Nevada has a regulated retail market, but public consumption remains illegal.

New Hampshire

Cannabis is medical-only. Patients may access cannabis through regulated programs. Recreational cannabis is not yet legal.

New Jersey

Cannabis is fully legal for recreational and medical use. Adults 21+ may purchase and possess cannabis. The state has an expanding retail market.

New Mexico

Cannabis is fully legal for recreational and medical use. Adults 21+ may purchase and possess cannabis. Home cultivation is allowed in limited amounts.

New York

Cannabis is fully legal for recreational and medical use. Adults 21+ may legally purchase and possess cannabis. The state continues rolling out licensed dispensaries.

North Carolina

Cannabis is CBD/low-THC only. No recreational cannabis program exists. THC cannabis remains illegal.

North Dakota

Cannabis is medical-only. Patients with qualifying conditions may access medical cannabis. Recreational cannabis is illegal.

Ohio

Cannabis is fully legal for recreational and medical use. Adults 21+ may purchase and possess cannabis. Medical patients have expanded access.

Oklahoma

Cannabis is medical-only (very broad access). The state has one of the most accessible medical programs in the U.S. Recreational cannabis is still illegal.

Oregon

Cannabis is fully legal for recreational and medical use. Adults 21+ may purchase, possess, and grow cannabis. Oregon has a mature, well-established market.

Pennsylvania

Cannabis is medical-only. Patients with qualifying conditions may access medical cannabis. Recreational cannabis is not yet legal.

Rhode Island

Virginia

Washington

West Virginia

Wisconsin

Wyoming
